1. Why not? I suppouse they understand talk, so they can figuere out who they want to vote for anyway...
Many - mainly people with high exams Laughing - mix up high exams with intelligence, although there are people with high exams, who are realy stupid...
It wouldn't be practical possible to make INTELLIGENCE tests, although it would have been interesting to see, who would winn.
Something is missing in the system anyway, because why would so many corrupt be in power otherwice...? Smile

2. Well. OFWs send home much money, financing much in the Philippines, so it's fair to let them vote.
