is an employee qualified for an overtime pay if worked only half day?

Example: shift 6am to 3pm
if he came at 11am, that means half of his shift (day)
but he came out at 7pm. so is that mean he has an overtime of 4hrs?

No, that can't qualify for OT

If he has an approved leave for half day and was revoked his superior and considered it at change time-in/time-out, it can be considered as 8 hours work. But if not and stayed in the company in his own decision, he is still considered half day
