Reported late for work. Can employee claim for OT?

Good evening.

I have some concerns regarding some of our project
based employees who often report late for work
(half day most of the time) but still claim OT.
Are we supposed to pay them OT or they will have
to complete first the 8-hour work before OT begins?

Let's say that the employee reported at 1pm on
Monday. Can he/she claim OT for work rendered
beginning 5:01pm to let's say for example 10pm?

no, OT is work exceeding 8 hours in a DAY

there should be clear policy on OTs.. like you can only render OT if you have rendered 8 hours of work, otherwise, you will just offset it to make 8 hours, no OT.
