Folks,

Who is usually responsible for transferring and reconnecting Meralco and Maynilad connections from the previous owner to the new owner (same land, but the new TCT now has the new owners name)--- the seller or the buyer?

Depends. As with any contract, it can be negotiated.

I would do it myself to be sure I will not suffer if the other don't do it Smile

LOCK UP!
The NEW owner will be responcible for OLD owner's depts, because such - as well as property tax depts - follow the PROPERTY. (For electriity, so I suppouse for water and such too.)
