Arresto Menor

I am a Canadian citizen and resident with a 5 year old son with a Filipino businessman and former Congressman.

My sons father petitioned me for custody in a Kalibo court despite knowing 100% that I lived in Canada. Service of summons rules were not followed and of course I did not appear for the hearing as I was unaware. He was granted ex-parte custody. In the Order the presiding Judge refers to the fact that the "Solicitor General of The Philippines be represented by the Public Attorney".

I believe this court order was fraudulently obtained and its now being presented in a Canadian court.

Is this highly unusual?
