i applied as a teacher in a certain school(private)
*no written contract
*they said there was a class program created for me
but i declined the job..
is it considered as breach of contract????

Nope. Basic elements of a contract:

1. Consent
2. Object, (Undertaking of such job, in your case)
3. Cause or consideration (Salary)

Since you decline to such job offered, consequently, you did not give your consent to such agreement. thus, no contract was perfected or consummated.

Therefore, no breach of contract.
