Are you refering to Building permit? Pwede ka magapply, UNLESS may INJUNCTION na ini-issue ang court with respect sa case mo.
But for play safe, i believed that nabili mo yang lupa with "litis pendencia or pending litigation", so ang effect is baka matalo ka sa kaso, then USELESS lang pag develop mo.
Its better to finish off first the case before making any improvements over the property.

may laban po b kmi sa pinagsanlaan ng titulo ng kapatid ko? mother ko ang nagsanla.. hindi po alm ng kapatid ko n ginawa niang collateral un titulo n nkapangalan sa kapatid ko sa knyang pangungutang.. nasa japan ang aking kapatid.. nalaman n lng po nmin n wala n ang titulo ng icheck nmin sa lagayan.. akala nmin namisplace lng..ano po ang laban nmin sa taong may hawak ngayon sa titulo nmin?

I check mo kung may Annotation sa ROD ang titulo ng kapatid mo. Kung wala, she can file a petition for reissuance of the owners duplicate copy of certificate of title.
