process of adoption and allow change of surname of the child?

the mother wanted to change the surname of her son because he is carrying his father's surname , they are not married and separated already for 4 months it is impossible now to save the relationship because the guy caused harm to the woman that caused her to be injured and also the child ,, the child was 3 years old already,,what are the grounds in order to be able to file a petition for adoption and allow of change of surname? how long is the process? how much money to be spent? if the mother had a relationship to other guy and got married, is it possible that the husband will adopt the child and allow the child to use the surname of the guy whom his mother got married?

yes it is possible that the husband can adopt the child and petition the court for adoption. this is the effect of marriage of the mother with illegitimate child. this is a special proceeding and will depend on the load of the court and how hardworking the counsel and the parties.

This is a case in reverse. Can a father get back his surname from an adopted son?
This son has done some "criminal" acts that have affected the family life. This son has caused his father to lose his pension, only source of income and refuses aid to his parents. He has sold all of his parents' belongings and has siphoned part of their bank account funds.This son is now requesting a dual citizenship status to be able to stay here in the Philippines as he now results as overstaying "Balikbayan". Can he be prevented from acquiring this dual citizenship (father is Italian, mother is Filipina with Italian passport by virtue of dual citizenship).Please offer advice. Thank you.

thank you,, follow up question,, is it possible for the father and his parents to visit the child without permission of the honorable court?
