Small Claims Issue: Creditor's barangay or borrower's barangay?

Hi. I am planning to file small claims against my delinquent borrowers. I understand that the first step, since we live in the same town, is to have the barangay summon the person concerned to appear before a lupon. And I've read that I have to go to the person's barangay to do that. Question: May I do this step on my own barangay? The contracts were all signed in the vicinity of my barangay of residence.

Another question, the contract I had with my borrowers are not notarized. Will that affect my claims in any way?
