Do barangay captain has the right not to issue barangay business permit without any valid reasons?

May sari-sari store po ako and 3 units of online video games.All are located in same place.Ito po ay naka business permit sa isang name lang.

Ngayun pinatawag po ako sa City Hall. E separate ko po daw ang permit sa online video games.Binigyan nila ako ulit nang requirements, process ko ka agad from health permit, fire etc..Nacompleto ko na lahat nang requirements hiningi nila, binalik ko na sa business and licenses department para ma issuehan na nang mayors permit.Ngayun hiningan na naman ako ulit nang barangay business permit.

Tanong ko po:
1.) Ilang basis po ba humingi nang barangay business permit? Kasi nakakuha napo ako nang barangay business permit noong kumuha ako nang license for may sari-sari store w/3 units of video games.
Lahat nang tax ay paid ko na for whole year.

2.)Lumapit po ako sa barangay namin para magkuha uli nang barangay permit. ayaw nya po akong bigyan kasi may nagreklamo daw. Humingi po ako nang proper invatation( SOMON ) doon sa mga nagreklamo kuno para makausap ko sila nang harapan.Wala namang lumabas na somon. Walang lumitaw na complainants. Kinakausap ko po ang mga kagawads kung ano problema ayaw nila akung harapin. Pinapasa-pasa na nila ako sa kapwa kagawad.

3.)May karapatan ba ang barangay captain na ayaw mag-issue nang business permit kahit walang valid reason?
4.) ano po ang pwedey ko pong gawin/ action para dito?parang nadiscremanation na ginawa nila.

(sayang naman ang nabayad kung tax payment.whole year na yun.Ok naman lahat nang agencies approved na nila. May perma na sa fire, building permit, assesor, city health etcs ?

what if the barangay captain and the business owner don't have a good relationship so the barangay won't give the business owner the barangay clearance. even if the business owner have a clean record, no complain against him or his business but because he hold some grudges against the business owner's family, the barangay captain won't issue the barangay clearance. what would be the business owner's remedy?

(c) Barangay Clearance - No city or municipality may issue any license or permit for any business or activity unless a clearance is first obtained from the barangay where such business or activity is located or conducted. For such clearance, the sangguniang barangay may impose a reasonable fee. The application for clearance shall be acted upon within seven (7) working days from the filing thereof. In the event that the clearance is not issued within the said period, the city or municipality may issue the said license or permit.
