Private school's discretion on part-time job

Good day!

I would like to ask if it is a discretion of private schools to prevent its employees to accept part time jobs? I am currently working in an educational institution and we are told that we are not allowed to accept ANY TYPE of part time jobs, as this is a regulation by the school.

The school assured its employees that what it is doing is correct and just and was mentioned that it is discretion by the school if it will allow its employees to accept part time jobs (ex. tutorial service after 8-hour work). Is it true?

in my opinion, if the extra work will not interfere and will not be a source of conflict of interest, then it is not a valid policy.
