help! re-opening a closed case pwede po ba yun?

hello po..

possible po ba na ma re-open yung case na closed na? correct me if I'm wrong sa pagkaka alam ko po, ma o-open lang sya pag nagfile ulit yung complainant with new evidence tama po ba?
possible po ba na yung police officer na naghawak ng kaso ang mag re-open ng case kahit walang complainant?

brief background lang po of what happened,case was already closed about a year ago or more than a year na po,its a conflict between my partner ang his brother wich is a police officer in QC,during that time yung brother nya hnd pa official na police,OJT pa lang po, may naka-away po sila sa amin,dumating po sa point na inutusan nya po yung brother nya (yung partner ko po) na barilin yung kalaban nila,pero hnd po pumutok yung baril,then dinala po sila CIDU,na-settled na po when both parties agree na magbabayaran na lang ng damage,so considered close case na po diba..

then for personal issues, tinatakot po kmi ng brother nya na ngayon ay police officer na, that he will re-open the case,possible po ba yun?
and may case po ba kmi na pwede isampa sa kanya,aside from threatening my partner that he will going to re-open the case,minura nya pa po and huhugutan po ng service firearm nya.

the police can re-open the case, but the question is whether the supposed victims will participate

Thanks for the reply po, sir the other party won't participate,ayaw na daw po kasi nila ng gulo,pwede pa rin po ba i re-open yun ng police lang? thanks po ulit..
