Medyo urgent po ito and ill keep it short and simple.
Nangungupahan po kme since January 20, 2018.
Nagbayad po kme 1month advance, 1 month deposit at may sobra pa po kameng 1k kse dapat 2 months adv + 1 month deposit pero pinakiusapan lng namin.
Sabi po ng caretaker, "to follow" nalang daw ung contract namin.
pero wla po kme na recieve nor resibo wla rin po.
1st week of february nag abiso po kme na aalis na kse marami po kme nakita issues sa bahay at sa location. at dahil doon di a rin po namin binayaran ung kulang pa sa deposit.
pumayag naman po caretaker na aalis kme sa march 20 at nagbigay pa po ng palugit na another week just in case we will need it. march 20 ng umaga galit na galit na po ung may ari mismo ng bahay at ilalabas daw ang mga gamit namin . so kme po nagpabarangay sa may ari ksi wla daw po siyang pakialam sa pinagusapan namin ng caretaker at nasa kanya daw po lahat ng karapatan dahil siay ang may ari ng bahay. so binigyan kme ng palugit hanggang march 31 (after a very long argument). then last week po march 28, nagpuna po ulit siya sa bahay para masiguro na bayad na ng electric at water. pero di po namin nabayaran dahil gipit na gipit po kme.. at the same time, nakiusap rin po kme sakanya na hanggang april 3 na kme lilipat.. pumayag naman po sya. so kanina lang pong hapon, habang naghahanap pa kme ng bahay na mauupahan na mas mura, pumunta po sila sa bahay para kunin ang resibo ng ilaw at tubig. nung wla po sila nadatnan, txt lng po ang communication namin. so pinadlock po nila ung bahay ksama mismo ung barangay chairman at di raw po nila bubuksan iyon hanggat hindi po bayad ang kuryente at tubig. ano po kaya ang maari naming gawin.

resettlement po ang location at may grounds din po ba ang pagpapaupa nito laban sa NHA?

opo i know naman need sya bayaran, eventually we will. my point is naghahanap kme ng grounds para mademanda sya. dahil day 1 palang after ng due date namin katakot takot na panghaharass na ginagawa niya. pinadlock po ang bahay whereas may usapan kme na hanggang april 3 ang bills at ang pagstay namin.

kung lagpas na kayo sa due date eh naiintindihan ko yung may ari since yung business nya yung maapektuhan sa di pagsesettle ng bills.

unfortunately, wala ako nakikitang grounds na pwede nyo magamit sa nagpapaupa since naging lenient din naman sya sa inyo. kailangan lang din nya protektahan yung business nya.

pwede lang kayo makapag reklamo kung walang permit yung pagpapaupa nya.

Since naghahanap ka ng pwedeng maidemanda sa kanya, I believe that aside from unjust vexation (as suggested above), all you can sue for is damages. Yung paglock nya ng inuupahan nyong bahay ay parang pagpapalayas na din sa inyo, and that's not the proper way to eject a tenant. https://www.alburovillanueva.com/ejectment-leased-premises Though I believe that suing the landlord for damages would be impractical on your part. Mas madali kung babayaran nyo na lang yung outstanding electric and water bills, at baka mas makakamura pa kayo.
