I need help!!! I need a court order for sole custody of my child.

I need a court order stating a sole custody to get my child’s u.s. and Philippine passport... Iam a dual citizen who is based in the u.s. I just gave birth last month here in philippines due to my high-risk pregnancy, My husband who is a green card holder signed and acknowledge my child’s birth certificate but after he signed he’s neglecting my child, don’t want to give a statement of consent for the passport, he said don’t hope that he will help or cooperate fixing the papers and he said it’s not my child... because my child is not using his last name and we’re not married here but we’re married in the u.s. and one more thing he’s still married to his first wife here in the philippines. What is the fastest way to get a court order and how long? Do you have any idea how much it’ll cost too? Pls. Help.

Your marriage will not be recognized as valid here in the Philippines because he is still legally married to someone else, and was so when you got married.
