Good day maam/sir

I need some opnion.. my brother was involve in a accident 1mon ago.. he has valid drivers license and registered motorcycle but he is under alcohol that night.. the other motorcycle that involve in the accident is not registered and the driver has no license.. base on the story my brother hit the other tricycle.. but the night after the incident happen we found out that my brother got sevre brain trauma injuiry (BTI) he is on comatose ..but after 17days my brother passed away.. we now want to open the case about the issue..

Q: who do u think is wrong here??if the enemy??what do u think the posible they can do to fight/defense against us??
