Neighbor's Basketball Court disturbance

I feel so helpless! I've been constantly disturb by our neighbor's basketball game! Sad to say that their court is inside their properties so our subdivision manager cant really do anything against it! They play from morning to night but havnt exceed 10pm as mandate by law! I brought my case to a barangay and have our hearing! (It surprised me that you have to pay filing fee.... What if your a poor you couldnt file a case because you dont have money?) anyway keep going on.... In the hearing they just came up with solutions putting up nets! What can I do! We have a 5months old baby! He's sleeping time are being disrupted too!

After this hearing session they basically have the go light to play anytime they want from 8am to 10pm..... I told them sana be considerate na nasa residential area kayo but sabi nila consider din ninyo bata namin hinde nag drug, dito lang sila nag lalaro..... Bear in mind they know we have a baby.
