Yes ikaw talaga ang may responsibility to remit your taxes if the employer fails to do so. Kaya even if meron ni withhold you should check if tama yung ni withhold. Use form 1700

Documentary Requirements
1. Certificate of Income Tax Withheld on Compensation (BIR Form 2316)
2. Waiver of the Husband’s right to claim additional exemption, if applicable
3. Duly approved Tax Debit Memo, if applicable
4. Proof of Foreign Tax Credits, if applicable
5. Income Tax Return previously filed and proof of payment, if filing an amended return for the same taxable year
The above are the documentary requirements po for filing 1700. Pano po if wala naman talagang binibigay na 2316 yung employer kasi di nga po sina nagwi-withheld? Pano po?

even if hindi nagkaltas dapat merong 2316. Ayaw kang bigyan?

Just in case ayaw ka bigyan you should still be able to file yung 1700. voluntary filing
