I've heard how absurd the law is in the Philippines when in comes to accidents involving vehicles so for clarification, may I ask these questions:
1. If you are at a stop and someone bumped into your car, are you in any way liable wtih this? It is by the way inside an institution near the parking area. (The one who bumped was insisting that he was hit).
2. Is it an obligation to report this in the police station?
