Refund sa downpayments ng condo unit

Hi pahelp po. Kumuha po ako ng condo unit last March 2014. Nakapagbayad na po ako ng downpayments from June 2014 to June 2016. Yung reservation fee ko binayaran ko ng March 2014. Now, for some personal reasons hindi ko na maitutuloy na bayaran yung unit. Plan ko na mag-back out. Yes, aware po ako sa Maceda Law and qualified ako for a 50% refund since may 2 years na po ako nagbabayad. Ang problem ko po is hindi ko alam yung procedure para makahingi ng refund from the developer. Actually nagsabi na ako sa kanila na baka magback-out na ako kasi hindi ko na mabayaran. Ang sabi nila hindi sila nag-iissue ng refund kahit binaggit ko regarding maceda Law. Iniinssist nila na no refund sila. By the way, hindi muna ako pumirma ng contract to sell ksi nakalagay doon sa contract na once icancelled, forfeited lahat ng payments ko. Please advice me kung ano ang aking dapat gawin. 1. May makukuha pa din po ba akong refund kahit pumirma sa kontrata nila?
2. May makukuha pa din po ba akong refund kahit wala ng CTS?
3. Ok lang ba na magfile ako ng complaint to ask refund?

Meron po kasi nakalagay sa contract na pag nagcancel kami, lahat ng binayad forfeited na. Kaya hindi ko po pinipirmahan yung Contract To Sell. Salamat po sa mga reply. Siguro po mag- send na kmi ng letter na hindi na kami magtutuloy and then magfile ng complaint sa HLURB.
