Arresto Menor

we are in uniformed service. i, actually is in records section. one of our personnel applied for indefinite leave..based on omnibus rules on leave theres no such this as indefinite leave..those personnel applied keep on insisting that it is their right to leave. why query is that is there realy a indefinite leave? what are legal basis for it?
