Can an employer give you indefinite leave as form of suspension?

Hi!

Just want to share the situation of some of my workmates. They have an offense (negligence of duty 'they forgot to report that their fridge needs to be repaired') and was subjected for suspension by the manager.I saw the letter made by the HR for their suspension and it's for INDEFINITE LEAVE.

is that okay that the employer gave them indefinite leave as form of suspension?

Is this suspension given as a sanction (penalty)?

Or is this given in the meantime while an investigation is being made?

In either case, any suspension should be clear as to duration.

It might be considered as constructive dismissal otherwise.
