Arresto Menor

I went to a dealership to finance and was told my name could not be on financing of truck with my name as I was not a citizen of Philippines. I am a permanent resident here with 13a. I met all requirements the company ask, such as proof of income, letter from local barangay, drivers license (Philippines), proof of bills for last 3 months, I have proof for 4 yrs and so on. Nothing was stated on requirements being a resident. Keep in mind I have financed 2 other cars in the Philippines and 6 cycles and met all the other dealers requirements with no problems, so the dealer forced my wife to get her tatay to be comaker and neither my wife or her tatay have no income. Is this discrimination and what are the laws?
