Arresto Menor

i am currently working in a BPO. WE are given 20 vacation leave in a year. But every time you file vac leave. They always deny it. They argue, Office Personels staffing is required. So we never get to use the full 20 vac leave they gave us in a span of a yr. So at times i want to rest or may have personal matter to take care that i cant. Is that legal? what are my option for legal action? Thanks..
