delayed turn over / no LTS upon paying Down payment

hi, assistance namn po. I bought a house and lot at Property company of friends. fully paid ko na din po yung down payment last 09/2013. + 3mos. as per the counselling agreement form dapat 01/2014. but when i checked last 02/2014 33% palang po yung na construct sa house. tpos when i checked sa HLURB wala pang LTS yung land nung time na binabyaran koyung DP,LTS was issued last 04/2014. last few weeks lng po I received an email na sabi nila 92% complete na daw yung house , when i asked them if i can inspect my house hindi daw pwede kasi wala pang loan approval from bank. ang dami na ding nagrereklamo sa PROFRIENDS about delayed turn over and Substandard yung mga house nila. and gusto ko po sanang i refund yung dinown ko. but sabi nila "NO REFUND" daw po. can you please advice kung ano po ang  pwede naming gawin.
