Is it legal for a company to withold a project based employees salary for 60 days after his contract ends even if they never mentioned this policy nor is it in the employees contract?

Check with them again. Ask them about the policy regarding holding the salary.

The HR said that it is the standard policy of the company for all employees whether regular, contractual or project based. Last pay is put on hold and released after 60 days. Thanks..
