Arresto Menor

As employees we are enjoying a coffee break of 15 minutes in the morning and 15 minutes in the afternoon. The said privilege is indicate at our company policy.

When I read Book III Rule I Sec 7 of the Labor Code it says:"Rest periods or coffee breaks running from five to twenty minutes shall be considered as compensable working time."

Question: Is the five minutes to 20 minutes good for the morning and afternoon break as a whole or for each?

Does our employer have the prerogative to reduce the 15 minutes each?
