Maybe your thinking the "juvenile justice"? right, actually, hinde po mag aaply yung Juvenile justice act dyan kasi hinde pa effective yung batas at the time na nagawa mo yung crimen. So for short liable ka, in fact, may pending case na sayo, yung theft, kaya lang until now wala pang decision ang court.

So the best thing to do, assuming na patay na, or wala nang interest yung complainant/witness or witnesses, is to go ulit dun sa court kung saan yan nasampa or pending yung case mo, then move for a motion to dismiss on the ground of violation of your constitutional right on speedy trial.

In criminal law, there is a retroactive application if the new passed law and enforced is favorable to the accused. In your case, you may exempt from criminal liability under RA 9344 known as the "Juvenile Justice and Welfare Act" of2006 because of minority at the time of the commission of the crime.
