is philhealth a part of local government? our philhealth share at bulacan is not yet given because as our hospital administrator's alibi, the money is still at the capitol office? they have not yet released our share for second quarter which is supposed to be due last june..

quarterly, philhealth office is giving us back our payment as medical practitioners, payment from philhealth members that are being hospitalized. that money is supposed to be ours, straight from our hospital but it turned out that it was being incorporated to general fund of our province, in which our governor has the power to manipulate the funds, including our philhealth share.
