is there a regulation for loan consultant

There are many big lending companies who engage Loan Consultants on commission basis. The lending company issue company I.D.s to Loan Consultant, but no other form of contract. Is this legally safe? Also, is 2.5% monthly interest on salary loans and 3% monthly interest on real estate mortgage legal?

the rates of interest are ok. the best i can say is that i am not aware of any regulation requiring licensing for consultants.
