Our employees' compensable hours worked is 7.5h plus .5h of rest periods which equate to 8 hrs.

1. If we require our employees to login 15-30 minutes before their shift, do we need to pay for OT or not since OT is defined as any work performed beyond the normal 8 hours of work in one workday is considered as overtime work. As described above, they are not really working for 8 hours but 7.5 hours.
2. Are we required to pay for OT if we ask them to attend meetings either before or after their shift? One of the requisites for this to be paid is that the employees have to be required to attend the meeting -- what if it is not required? What if it is not required but there is a hint that if they perform bad, it is because they do not attend meetings?

1) yes, the law requires you to give a paid 15 min break every 4 hours

2) i would argue that they should be paid because their there for company's benefit
