need advise on reckless imprudence

my husband had an accident recently. He was riding his motorbike along mc arthur highway when a 21-yo guy suddenly crossed. Both of them suffered slight injuries. we are willing to pay for the medical but then suddenly they are already asking for 25K for to settle the case. the motorbike and my husband's license is still in the police station. what can we do? we believe it's too much paying 25k when in fact it was the fault of the pedestrian...wala po sya sa pedestrian lane and he was texting. malayo pa lang binusinahan na sya, he stopped pero nung malapit na yung husband ko dun naman sya biglang tumakbo at tumawid. please advice.

keep negotiating. work on release of the motor vehicle by filing the appropriate motions.
