Arresto Menor

My husband and I want to adopt my sister's daughter (anak sa pgkadalaga. We are currently here in Metro Manila and she's living with my mom (her lola) in Mindanao. My sister is in the middle-east`with her second child and husband (not my niece's dad). Her dad abandoned her but has signed before on her birth certificate to acknowledge her. I need advise po sana on how to adopt her so she can have a better life with "mom and dad". Thanks.
