one of the professional boards (PRB) under PRC deemed its own law too general.

for the past 7 years as member/chair of professional board, recently it deemed that the law is too general.

is there such thing like too general law including its irr?

nonetheless is this a great and valid excuse to not to implement the law?

what is the best thing to do to implement the law.

by the way the same PRB religiously gives licensure exam and oath the passer every year.
