yes, seminars are required. look up websites of local governments for the requirements for marriage license

Sorry i am a little bit confused here...meron ako certificate of marriage pero civil wedding lang. Pero wala ako natatandaan na marriage license. Tsaka wala din ako pinuntahan na seminar before our civil wedding. Valid pa din ba yun?

if your marriage contract is registered in the nso, then it is considered valid.
