Arresto Menor

we post the name of one of our homeowners at the gate for not paying his monthly dues.it is on our bylaws that deliquent members of the association will be posted and lost their security services if they failed to pay 4 mos of their monthly dues.he took it to the brgy and demanded us to publicly apologize to him.is this matter should be first resolved in the association?does he has the right to demand public apology?thank you so much.

it is not necessary that the matter be resolved in the association. he does not have the right to demand a public apology, but he can file a case of libel.
