I am personally not familiar with the internal procedure in drug rehabilitation programs. It may be best for you to first initially consult the warden of the rehabilitation center as to what steps you can take to lower the time spent of your spouse.

If it is similar to the procedure with jails, then there should be a parole board who reviews the current status of inmates and also reviews petitions in lowering the sentences of certain inmates due to exemplary behavior and good conduct as recommended by the officers-in-charge.

Please confirm with the center, since I am merely basing my answer on my own suppositions.
