Hi,

My annulment has been granted, I am already waiting for the return cards to be returned to our court. The court clerk informed me that the decision sent to my ex-husband was Returned to Sender, if this is the case, can he still appeal? The first mailing date was March 7, 2018.

There is still no constructive delivery of the decision of the court, hence the period of the appeal has not even started to count down yet. It has to be received by your ex-husband before the 15-day period to appeal begins to count down.
