Arresto Menor

Simulated birth was done without knowing of RA 8552, legal adoption process was done and court issued decision and finality. Likewise, also am aware that a bill was filed for rectification of simulated birth and it is on 2nd reading for 2017. Will the simulated BC be used? Is the child "legally" adopted?
