Child Support from a Spanish father

Hi, I really needed advice for this, I have a 7 year old from a Spanish guy, he acknowledge our son, in 5 years he jus supported us for 1 year, I still have to beg him to support, so he supported for 1 year, he just support our son in 2013 to 2014, after that he stopped giving support till now, I went to Spanish embassy to seek advice pero lobby palang di n ako pinapasok ng guard, I went to PAO pero I was advised to get indigency certificate, pero our municipality refused to give because I was not on the lists daw....been seeking help for years now, I can't afford to pay a lawyer, do I still have the chance to fight for my son's right? Because I left him sa province for me to work para masupport xa, please help me... Thank u

Kung nasa Spain yung tatay, kahit pa makakuha ka ng judgement from Philippine court, hindi mo sya mapapanagot unless tumungtong ulit sya dito sa pinas.
