Arresto Menor

We would like to adopt my wife's niece, 15 years old. She is in Philippines, we are in US. After adoption we would like to petition for her to come here, US. With her parents permission, both are living and married. I am US, wife has dual citizenship. What is correct procedure? And can we just have a lawyer do the process? Any estimated costs? Thank You.
