Arresto Menor

Dear Sir/Madam:

I moved residence 3 years ago. Immediately called my credit card companies and eastwest was able to obliged with my change of billing request. BDO on the other hand is requesting for billing statement on new address when in fact I just moved in days before. After emails back and forth with customer service, I decided to cancel my card and pay for the amount of purchsed but they want to charge me with penalties for early payment. I did not agree with the policy and and now I am being harrassed by collection agencies and my credit status has been marked. I have informed several of the collection company that I am willing to pay for the amount purchased only and not any penalties. They said they will confer with the bank but they never returned my emails of follow up. Can I sue the bank for the inconvenience because now I cannot get any car loan?
