How do I file estafa against someone who plundered my bank account in the Philippines by using the ATM card of my mother? This happened in the month of June this year.
My mother was confined in the hospital at that time and up til now is not mentally and physically able to withdraw money from my account.
I reside in the Netherlands and cannot just drop by a police department to file the case.

How much will it cost me if I use legal advice/lawyer to file the case on my behalf?

This happened in June. Is there a time limit for filing a case? Can I still file a case when I go to the Philippines next year?
