Good day! My brother was adopted in 1977 and it was found out only this June 2016 that the adoption has no finality. What does it mean if no finality was done? and besides it was already almost 40 yrs. since he was adopted. Does it mean we're still natural siblings since no finality has been done? Please help me. thank you.

what stage of the adoption proceedings did the process stop? was a there already a decision by the court and a decree issued, but no further action taken?

in my opinion, the adoption is valid and already effective, but they need to request the court to issue a certificate of finality so that the nso records can be changed.
