We qualify an online workers if he/she was a resident citizen, or a RA(Resident Alien)
If the taxpayer is a resident citizen he is taxable from ALL sources(whether Within/Without the phils) so he is taxable in his income by his home country.
If the taxpayer is a RA he is taxable from income sources WITHIN the phils.
Therefore whether the taxpayer is an RC or RA his online income is taxable in his home country.
Online means the taxpayer is using his computer or doing his work here at the home country.

They are taxed in home country where they reside. It is a voluntary tax declaration. If there is an entity who releases payroll, it is tasked to withhold.
