Arresto Menor

Hi Sir/Madam,

A message was posted in Facebook saying that the Mayor is stupid and he should learn how to serve others than his own interest. That is the totality of the message. Is this libelous and can they sue for libel? The mayor is a lawyer. There is no name mentioned but it was mentioned that the Mayor is a lawyer.

They are threatening us that they will file a case which causes mental stress to the parties involved. Can we also file a case regarding the threat?
