Seller Allows us to Apply for PAGIBIG Housing Loan (with contract to sell) but after approval of Loan Seller Refuses to sell

Hi, please help me. we had a contract to sell to buy a real estate property(House and Lot). Our contract to sell dated (June 4, 2013) indicates that we can buy the property until august 31, 2013. So, nag-apply po kami sa PAGIBIG for housing loan with the consent of the seller. Na-approve po kami ng Pagibig last August 26, 2013 at agad ay ipinaalam po namin sa seller na approved na ang loan namin at pwede na namin sila mabayaran through the process required by pagibig. Proseso po ng pagibig ay ililipat po sa pangalan namin (buyer) yung titulo kaakibat ng guarantee/written document na sa seller naka-assign ang payment (tseke). Pero nang malaman po ng seller na ipapangalan na po muna sa amin ang titulo bago ma-release ang tseke ay tumanggi na po sila. maari po ba namin ipaglaban ang aming usapan? may pananagutan po ba ang seller?
