Refusing A Promotion - Grounds for Termination?

Hi!

I just want to know if an employer can terminate an employee if he/she turns down a promotion??

Reason for turning down the promotion are:
1. Contented with current job/position
2. New position entails more responsibilities and headaches, despite the higher pay.
