Landlady refuses to apply security deposit to unpaid bill

I have pulled out of a commercial space I rented for 7 years. I don't have a lease contract this year, and I advised my landlady I will be pulling out a month ahead. I have 3 months security deposit with her (90K)which she agreed to apply to my last 2 months of rent, and verbally agreed to refund me the remaining month. She even suggested that I pay with pdc's my unpaid monthly dues. On the day we were pulling out she refused to let me bring out the big items, ac, furniture, light fixtures, claiming that she will hold on to them until my pdcs clear, 5 checks 15k each one week apart. Furthermore, her rep and building admin refused to acknowledge my inventory of items left in the unit. I pulled out my pdcs and filed a complaint with the barangay. She refused to attend bgy hearings and threatened to dispose of my property inside her unit. Can she refuse to refund my security deposit?

what do you mean you pulled out your pdcs? she gave them back to you?
