I am renting an apartment for 4years now. Its only now that I have discovered illegal connection of electricity being used by another unit beside us. Both parties, my landlord and the lessee, claims no knowledge of the illegal connection. Under this circumstances, who shall be liable on the losses that I incurred during the years that I've been paying my bills.
