Is it legal to hold pay for 2 payroll periods if an employee is resigning effective 30 days from filing his resignation

Is it legal to hold an employee's final pay for 2 paydays? If an employee filed her resignation today effective one month after, can his employer hold his pay for the next 2 payroll periods?

This actually concerns an employee, not me. She has no loans and did not pass her probationary period.

if there is a previous debt, such as an SSS loan, it can be withheld. in my opinion, if there is no clear or foreseeable debt, the better policy should be to just withhold 1 pay period until clearance.
